The Animal and Plant Health Inspection Service of the U.S. Department of Agriculture (USDA) enforces the Federal Animal Welfare Act.

Questions about shipping live animals should be addressed to the USDA -- not to the U.S. Department of Transportation (US DOT) and/or the Federal Aviation Administration (FAA).

U.S. airlines that perform scheduled passenger transportation are required to file incident reports involving the loss, injury or death of animals during air transportation. These reports are available from the Department of Transportation's Office of Aviation Enforcement and Proceedings (OAEP) Air Travel Consumer Report beginning with the July 2005 report:
